Jun 12, 2007, Shanghai Gold Exchange to enroll foreign bank members


China's central bank said on June 8 it had agreed in principle that foreign banks operating in China could be enrolled as members of the Shanghai Gold Exchange (SGE) in a move that, industry analysts say, marks the opening of China's gold market. "It will help combine the domestic and overseas gold market, increase the market liquidity and reduce transaction risks," said Zhou Hongtao, a gold investment analyst.

Zhou said the foreign members would bring advanced trading and managerial experience and contribute to leveling off the price gapbetween domestic and overseas markets.

The central bank has told the SGE to set up as soon as possible a regulatory plan for qualification of foreign members and submit the plan to the central bank for approval.

The central bank said the plan would be put on record with the State Administration of Foreign Exchange along with the results of foreign members' qualification examinations submitted by the SGE.

An official with the SGE said that, so far, several foreign banks including HSBC and Standard Chartered Bank had contacted the exchange.

Meanwhile, the SGE is negotiating with its Hong Kong counterpart and the Airport Authority Hong Kong for future cooperation in trading, clearing and delivery, said the official.

The SGE, approved by the State Council and founded by the People's Bank of China, is a non-profit and self-managing legal entity which organizes gold, silver and platinum transactions.

The SGE adopts a membership system. Its members consist of qualified commercial banks and corporations registered in China. They are licensed to produce, smelt, process and trade precious metals including gold, silver and platinum.

The SGE now has 150 members.

Chinese people less care about the world issues than that westerns.

Once at a party, all participants were required to create some ideas to help those who needed to be helped, like kind of charity.

I found that most westerners thought of war, African children,etc., all kinds of world issues. But those Chinese only paid attention China national issues such as setting up Hope Primary School, solving West of China sources transfering to East of China,etc.

Yesterday my Taiwan friend and I had a meeting with two English suppliers. My Taiwan friend asked the older one about his view of life and the world.

That Englishman said" This world is booshit! Full of wars and crimes, there are things such as terrors,Afghanistan,etc. The lucky is that I have enough money to support families."

You see, his view of life is tightly related to the world. But on the other hand, we can see that China hasn't totally integrated into the world.

North China's Inner Mongolia Autonomous Region may replace its neighbor Shanxi Province as the country's largest coal reserve, an official has said. A major geological survey in the region since June 2004 has led to the discovery of new coalfields which could lift coal reserves by a massive 319 billion tons, said Bai Dun, director of the Inner Mongolia Department of Land and Resources. With the new finds, the region's coal reserves might break the 500 billion ton mark, which means it would outrank Shanxi Province, the official added. Inner Mongolia currently ranks second in China in terms of coal reserves with 220 billion tons, nudged out by Shanxi with 250 billion tons. The region produced 260 million tons of coal in 2005 and produced even more last year, though the exact figure is not yet available, Bai said. It invested 2.78 billion yuan (US$356 million) last year in geological exploration, doubling the investment between 2001 and 2005, on 170,000 square kilometers of land. The 6.4-billion-ton Baiyanhua coalfield and five big 10-billion-ton coalfields in Xilin Gol were discovered last year.

Jan 31, 2007, China's CPI to rise 2.5% this year

China's consumer price index (CPI)is expected to climb 2.5 percent in 2007, according to a forecast of the Ministry of Commerce.

CPI went up 1.5 percent year-on-year in 2006, slightly lower than the 1.8 percent a year earlier.

High gasoline price is a major cause of consumer price hike, said an official with the ministry's department of market operation regulation, which issued the forecast.

He said some goods may experience big price hikes in case of disasters and when demand far exceeds supply in the global market. If such situations occur, the consumer price might be even higher.

The People's Bank of China, or the central bank, said that the nation's grain price went up 9.1 percent in December last year compared with the same month of the previous year.

Retail sales in China is expected to jump around 13 percent year-on-year to 8.6 trillion yuan (1.1 trillion US dollars) this year, according to the forecast.

Rising incomes of urban residents and increasing use of cars will fuel spending on health care, tourism, recreation, cosmetics, gifts and jewelry, it says.

Shandong, a dynamic province on China's eastern seaboard, hopes to attract US$11 billion of foreign direct investment this year and orient it towards useful sectors.

An official from the provincial bureau of foreign trade and economic cooperation said they would soon publish a list of selected sectors where overseas investment is welcome while continuing to dissuade foreign capital from investing in ventures that cause pollution or consume too much energy.

Overseas investors will be encouraged to invest in the high-tech sector, in equipment manufacturing, environmental protection and new energy development, as well as modern services and modern farming, said the official.

The province approved 4,030 new overseas-financed ventures last year, and had an inflow of US$10 billion of overseas investment, up 11.5 percent from a year ago.

About 2.4 million people are employed by overseas ventures across the province

Jan 31, 2007, DHL launches domestic air-express operation in China

Germany's DHL yesterday became the first foreign express company to launch a domestic air-express operation in China.

To date, Chinese companies have had a monopoly on the market, a DHL spokesman said in Shanghai yesterday.

"DHL eyes China as a fast developing market so its operation will soon extend to west China's cities and smaller cities," said Peter Landsiedel, chief executive officer of DHL in the Asia-Pacific area.

The China Air Transport Association (CATA) has approved DHL flying to 17 cities: Shanghai, Beijing, Dalian, Shenyang, Qingdao, Tianjin, Chengdu, Xiamen, Urumqi, Xi'an, Nanjing, Kunming, Hangzhou, Ningbo, Guangzhou, Shenzhen and Wuhan.

The company planned to have 37 branches covering 70 cities in China in the next five years.

The service would mainly cater to the clothing, electronics, transport and bio-tech industries. It would cooperate with major freight carriers, including Air China Cargo, China Cargo Airlines, China Southern Airlines and Shanghai Airlines.

The Chinese air express market has grown by an annual average of 20 percent since 1990 to become the world's second largest market. It is expected to double in size by 2010, according to World Air Cargo Forecast 2006-2007 by Boeing Company.

The number of local banking institutions has hit 3,108, making Shanghai the city with the most integrated banking sectors in China, the local banking regulatory commission said yesterday.

Major domestic bank organization and operation centers have been flocking to the city, improving the management and operation capability of the city's banking sector. Currently, 36 banking corporations and 27 operation centers are operating in Shanghai.

Meanwhile, bad loan ratios at banks in Shanghai have dropped to a record low of 2.51 percent at the end of last year amid improving credit.

It is the first time the non-performing loan ratio, which dipped 0.55 percentage point a year ago, has fallen below three percent in Shanghai.

The outstanding value of bad loans sat at 46.21 billion yuan (US$5.92 billion) in the city at the end of 2006, down 4.31 billion yuan from the beginning of 2006, the Shanghai Bureau of the China Banking Regulatory Commission said yesterday in a statement.

"Local banks are showing better credit, with more profits channels," Wang Huaqing, head of the local banking watchdog, said in the statement.

Better risk management against bad loans sits at 91 percent at domestic banks, up 21 percentage points from a year ago, the regulator said.

Pre-tax profits at banks in Shanghai gained 14.4 percent to 40.3 billion yuan last year. Fee-based income from domestic and overseas banks increased 39 percent to 8.9 billion yuan.

China fully opened its banking sector in December under its World Trade Organization commitment. The arrival of overseas banks pushed domestic lenders into seeking more income vehicles. Individual investment products also grew amid the trend.

Foreign-exchange investment products gained 21 percent to 32.1 billion yuan.

China National Development and Reform Commission (NDRC), the ministry-level body that plans the economy, announced on Saturday that it would cut the wholesale price of gasoline by 220 yuan ($28.21) per ton and the price of kerosene by 90 yuan ($11.54) per ton from Jan 15th.

The move marked the first price-cut for refined oil products sold on the Chinese mainland since May 2005. The price of oil products had gone up 12 times since 2003, including twice last year, in line with soaring global oil prices, Xinhua News Agency reported.

The government adjusts oil prices only when the international price changes by more than 8 per cent. For refiners, this can lead to major losses as they pay large export bills when international crude prices are high, but cannot raise prices of the products they produce, such as gasoline for automobiles.

Whether or not adjust taxi price is in discussion and will know within these few days.

China's foreign exchange reserve reached 1.0663 trillion U.S. dollars at the end of 2006, announced the People's Bank of China yesterday.

China became the world's largest foreign currency depositor in the first half of 2006. Figures from the State Administration of Foreign Exchange show that China's foreign exchange reserve stayed below one billion U.S. dollars before 1979.

2007 will be a "bumpy boom" year, Standard Chartered Bank's (SCB) economists said yesterday in their global and regional economic and interest rate outlook for 2007.

The SCB's British economist Gerard Lyons said that the world economy is booming and the growth is strong, while China and India are opening up. Commodity markets are buoyant, new trade corridors are emerging, with intra-Asian trade increasing and inter-regional trade rising sharply, albeit from low levels, he said. "Globally, and on the ground in many of our market, the picture looks good," he said in his report. He figured that the economy emerges twin peaks in these years. He noted that having boomed in 2006, emerging markets will slow this year because the United States slows, and will then see a pick-up in growth again in 2008.

He described the outlook of this year as a "roller coaster". Financial markets start the year in a positive mood, which is particularly so for global equity markets, he said. Nicholas Kwan, regional head of research of Asia, said Asia 2007 is a "bumpy boom" year.

He forecast that the growth of China will be 9.7 percent in 2007 and 8.5 percent in 2008, the growth of India will be 7.5 percent and 8.0 percent respectively.

While the United States will increase the same 2.5 percent in the two years and Europe will increase 1.9 percent in 2007 and 2.1 percent in 2008.

For Singapore, 2007 will be interesting with the external sector decoupling from the domestic sector, global researcher Joseph Tan said. "Headline gross domestic product (GDP) growth set to moderate from 7.7 percent in 2006 to 4-6 percent range in 2007," he said.

However, domestic sector will be different as the equity, property and labor market are in an upturn, he added. A benign inflation outlook will keep interest rates in a tight range while the Singapore dollar stance could be shifted to neutral, he said.

China's Eastern Airlines opened direct flights from Shanghai to New York from Dec. 12th. The flight, MU587, takes off at 6:30 p.m. from Pudong Airport in Shanghai and lands at 7:45 p.m. local time in New York at the same day. The return flight takes off at 1am in New York and arrives in Pudong airport at 5:20am next day.

The airline will operate four direct flights from Shanghai to New York weekly(once every Monday,Wednesday,Friday and Sunday), and flights will be served by an Airbus 340-600 with a capacity of 400 passengers.

Shanghai is the second Chinese city after Beijing to offer direct flights to New York.

According to Sino-U.S. aviation agreement,American airline company can add once flight each day, Continental Airlines already applied New York- Shanghai course. As planned, Continental Airlines will open in March 2007.
